Non-mailable matter is
defined as any mail which is prohibited by law or which contains products
or substances that could harm postal employees, soil or damage other mail
or postal equipment.
Dangerous goods means
any product, material, substance or organism that by its nature is
radioactive, poisonous, corrosive, explosive, flammable, oxidizing, a
compressed gas or aerosol, infectious or that could be harmful to life,
health, property or the environment.
Some dangerous goods may
be accepted by Canada Post Corporation provided they are prepared for
mailing in accordance with the Transportation of Dangerous Goods Act
requirements and Canada Post Corporation is capable of handling and
transporting them. For more information contact your local Occupational
Health, Safety and Environment Officer or a National Industrial Safety
Officer.
Criminal
Code and Excise Tax Offences
Any person using the
mail for the delivery of any one of the items listed below commits an
offence:

Articles
that are obscene, indecent, immoral or scurrilous

Any
information relating to bookmaking, pool-setting, betting or waging
-
Articles
relating to unlawful lottery schemes
-
Any
article relating to schemes to deceive or defraud the public
-
Articles
or special messages sent to any person with the intention to obtain
money under false
pretences.
Tobacco
Products: Tobacco
products are non-mailable unless:
- The
shipments are between manufacturers or retailers
- The
person is otherwise exempted by the regulation
Firearms:
Please contact the Canadian Firearms Centre at 1-800-731-4000 to determine
whether it is permissible to post the firearms.
Intoxicating
Beverages:
Individuals may not send intoxicating beverages in the mail. Intoxicating
beverages (e.g. liquor, wine and beer) are non-mailable except if:
- A Provincial Liquor
Board or Commission is mailing to a manufacturer, distributor or
individual in Canada or to a manufacturer or distributor outside
Canada
- A manufacturer of
such beverages is mailing to a Provincial Liquor Board or Commission
or distributor of such beverages in Canada
- A distributor of such
beverages is mailing to a Provincial Liquor Board or Commission or
manufacturer of such beverages or distributor of such beverages in
Canada
- They are mailed from
outside of Canada and are addressed to a Provincial Liquor Board or
Commission or manufacturer or distributor of such beverages
- They are mailed
between a peace officer and a test laboratory for the purpose of
carrying out a lawful investigation.
NOTE:
Regardless
of who is shipping, if the intoxicating beverage is:

More
than 24% alcohol by volume (e.g. 48 proof) and in a container greater
than five liters (5 L)
-
More
than 70% alcohol by volume (e.g. 140 proof) then special restrictions
applies.

Corrosive
substances

Explosive

Flammable
liquids or solids (e.g. matches)

Oxidizing
substances

Radioactive
substances

Poisonous
and infectious substances

Celluloid,
liquid celluloid and inflammable films
NOTE:
Non-flammable or
“safety” films may be mailed if packed in containers approved by
Canada Post Corporation.
